The Standing Senate Committee on Social Affairs, Science and Technology has the honour to present its

SIXTH REPORT

Your Committee, to which was referred Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts, in obedience to the Order of Reference of Tuesday, April 4, 2000, has examined the said Bill and now reports the same without amendment.

Attached as an appendix to this Report are the observations of your Committee on Bill C-13.

The Honourable Senator Carstairs moved, seconded by the Honourable Senator Grafstein, that the Bill be placed on the Orders of the Day for a third reading on Monday next, April 10, 2000.

Tabling of Reports from Inter-Parliamentary Delegations

The Honourable Senator Grafstein tabled the following:

Report of the Canadian Delegation of the Canada-Europe Parliamentary Association on its participation at the Organization for Security and Co-operation in Europe Parliamentary Assembly Standing Committee Meeting, held in Vienna, Austria, on January 13 and 14, 2000.-Sessional Paper No. 2/36-319.

Resuming debate on the motion of the Honourable Senator Kirby, seconded by the Honourable Senator Cook, for the second reading of Bill S-19, An Act to amend the Canada Business Corporations Act and the Canada Cooperatives Act and to amend other Acts in consequence.

After debate, The question being put on the motion, it was adopted.

The Bill was then read the second time.

The Honourable Senator Kirby moved, seconded by the Honourable Senator Cook, that the Bill be referred to the Standing Senate Committee on Banking, Trade and Commerce.

The question being put on the motion, it was adopted. Resuming debate on the motion of the Honourable Senator Austin, P.C., seconded by the Honourable Senator Gill, for the third reading of Bill C-9, An Act to give effect to the Nisga'a Final Agreement;

And on the motion in amendment of the Honourable Senator St. Germain, P.C., seconded by the Honourable Senator Andreychuk, that the Bill be not now read a third time, but that it be read a third time this day six months hence.

After debate, The Honourable Senator DeWare for the Honourable Senator Comeau moved, seconded by the Honourable Senator Roberge, that further debate on the motion in amendment be adjourned until the next sitting.

The question being put on the motion, it was adopted. Resuming debate on the motion of the Honourable Senator Boudreau, P.C., seconded by the Honourable Senator Hays, for the second reading of Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference.

After debate, The Honourable Senator Robichaud, P.C. (L'Acadie-Acadia) moved, seconded by the Honourable Senator Mercier, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted. Order No. 3 was called and postponed until the next sitting.

OTHER BUSINESS

Senate Public Bills

Orders No. 1 to 3 were called and postponed until the next sitting. Resuming debate on the motion of the Honourable Senator Cools, seconded by the Honourable Senator Chalifoux, for the second reading of Bill S-12, An Act to amend the Divorce Act (child of the marriage).

After debate, The Honourable Senator Sparrow moved, seconded by the Honourable Senator Stollery, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Resuming debate on the inquiry of the Honourable Senator Poulin calling the attention of the Senate to the decision of the Ontario Government not to adopt a recommendation to declare the proposed restructured City of Ottawa a bilingual region.

After debate, The Honourable Senator Prud'homme, P.C., for the Honourable Senator Carstairs moved, seconded by the Honourable Senator Finestone, P.C., that further debate on the inquiry be adjourned until the next sitting.

Changes in Membership of Committees Pursuant to Rule 85(4)

Standing Senate Committee on Banking, Trade and Commerce

The names of the Honourable Senators Grafstein and Poulin substituted for those of the Honourable Senators Kroft and Kenny (April 5).

Standing Senate Committee on Foreign Affairs

The name of the Honourable Senator Finnerty removed from the membership (April 5).

The name of the Honourable Senator Pearson substituted for that of the Honourable Senator Poy (April 5).

Standing Senate Committee on Social Affairs, Science and Technology

The names of the Honourable Senators Callbeck and Pépin substituted for those of the Honourable Senators Corbin and Milne (April 5).
